Papers, 1951-1956.

The papers include incoming and outgoing correspondence, reports, and other printed matter, published materials, clippings, and miscellanea. Part one, a general file, is made up of correspondence and other papers. The majority of the files in this section have to do with council activities, but there are papers dealing with the Menniger Foundation, the Pennsylvania Federation of Democratic Women, and the World Affairs Council. Part two, Committees of Council, is the largest of the series and consists of material prepared for or used by the councilmanic committees. Especially well represented are the committees of Public Welfare and of Public Health on which Dallas served. There is also some material on the Public Health Code of 1955 drafted by the Public Health Committee. Part three, Administration, has to do with various government departments including: City Planning, Police, Public Welfare, and Streets. Part four, Political Papers, contains the files generated during Dallas' first successful campaign for City Council and its aftermath, 1951-1952, the election files for 1953, and for the Pennsylvania gubernatorial election of 1954. Part five, Constituency Affairs, includes material relating to the 8th district. Part six constitutes published reports of various city departments.
